“The Sustainable Development of Natural Resources Project was approved by the Board of Directors of the International Development Association on June 20, 2006 and became effective in September 20, 2006. The IDA grant (IDA#H238-AF) in the amount of SDR 20.6 million (US$ 30.0 million equivalent) was approved by the Board on June 20, 2006 and became effective on September 20, 2006. Additional financing for the project of SDR 6.8 million(US$ 10 million equivalent) was approved by the IDA Board in July, 2009.
The objectives of the project are to assist the Government of Afghanistan to improve the capacity of the Ministry of Mines to effectively regulate the mineral and hydrocarbon resource sector in a transparent manner and to foster private investment in the sector. The project consists of 4 components: (i) improving internal efficiencies of MoM departments through strengthened capacity and streamlined processes within the MOM; (ii) developing regulatory capacity through preparation of mining regulations pursuant to the Minerals Law, establishment and training of a mining cadastre office, mines inspectorate and environmental office within MOM; (iii) fostering development of mineral resources through strengthening of the Afghanistan Geological Survey and training of its staff; and, (iv) enhancing sector governance and transparency through strengthening of government oversight bodies as well as, notably, support to the implementation of the EITI and the work of an International Advisory Council for the mining sector. The Program Management Unit, consisting of an Executive Director, a Director of Operations, procurement and financial management specialists, is functioning in a satisfactory manner. “
