Invitation for Participating in the Bidding for Rehabilitation and Reconstruction of Fertilizer Plant of Mazar-e-Sharif Province

Background:

The Fertilizer Plant of Mazar Sharif is located 17 km to the west of Mazar Sharif on a 60 hectare plot. The plant started operation in 1964 with a total annual production capacity of 105 thousand tons of urea. The needs of the Fertilizer Plant for natural gas, is addressed from Khwaja Gogerdak and Jargadok gas fields of Sherberghan province. The complex includes power generation and fertilizer manufacturing plants. The power generation plant uses steam turbines with 12 MW capacities each and the total electricity output is 48 MW. The fertilizer Plant is composed of the following units:

1 Power generation:

This unit includes five boilers and four turbines with different production capacities. From the five boilers, four of them are operative with various capacities that require a major repair and over haul.

2. Fertilizer Unit:

a) Ammonia Production:
 The unit includes two ammonia synthesis facilities with 71, 000 ton per year production capacity. The unit also includes a methane reformation and four blocks of air fractionation. At this stage the necessary oxygen and nitrogen is obtained cryogenically by chilling the air down to -186 C and the carbon dioxide and hydrogen are synthesized by methane. In this section, Nitrogen and Oxygen are produced by chilling air at (-186 C◦) the hydrogen and carbon dioxide are produced by reformation of methane.

b). Production of carbamide
 This process is composed of 3 lines of synthesis, distillation, and vaporization

3. Supporting  Installation:

a. Distribution and supply of  electric power to the process units
b. Control system  and  automation of the process
c. Control  and analyses of  different production processes
d. Main workshop which is an integral supporting component of the production unit includes various machineries such as grinding, shaving, threading, drilling, and cutting machines.
e. Industrial hygiene and safety that provides safe and secure environments for work, fire safety, and rescue are also part of the complex.
f. Included also, restart, if needed repair of sulfur recovery unit at Shiberghan which supplies gas and electricity to Mazar-e-Sharif.
 
Khwaja Gogerdak sulfur refinery plant started operation in 1979 at the Jarqoduq gas field. Its operation was shutdown in 1988 and was put into conservation. This plant contains two identical blocks with a minimum capacity of 1-1.5 million cubic meters and maximum capacity of 3.5 million cubic meters per day. The plant was repaired in 1995 for the last time and since then it has been shutdown due to unfavorable conditions.

Ministry of Mines of Afghanistan is intended to commence the rehabilitation and renovation of Mazar-e-Sharif Fertilizer Plant and its associated facilities (which include the energy supplier, production process, automatization, technical safety and the main workshop as well as Khwaja Gogerdak sulfur refinery plant, which needs reactivation and potentially renovation), under the development budget of the government in three years.  The main criteria for this rehabilitation and renovation is to bring an increase in the production rate of this plant, the project would be awarded through a transparent International Competitive Bidding (ICB) process.

Interested national and international companies that have the technical, financial and technological capabilities and are willing to complete this project, are welcomed to submit their expression of interest for rehabilitation of this project until 6th June 2009 (16 Jouza 1388 Solar Calendar) to the Secretariat of the Ministry of Mines at:

The eligible companies will be short listed after evaluation by the experts of the Ministry of Mines. The short listed companies would be invited to visit the Fertilizer Plant and acquire required information from the related authorities of the Ministry of Mines. Following forty-five days from the date of announcement of short listed companies that have completed their information on the issue, the bedding documents would be provided to them.
